Holistic rehabilitation programmes, integrating care, return-to-work and social benefits, have emerged as the most promising approach to effectively meet the rising rehabilitation needs.
Since 2000, there has been an increased focus on addressing the rehabilitation needs and promoting the return to work for individuals with disabilities, driven by international and national regulations to ensure equal treatment and workplace accommodation. Two crucial policies, namely employment programmes and financial incentives, play a pivotal role in facilitating the return to work for disability insurance recipients.
In the rehabilitation context, it’s essential to recognize that financial incentives within disability insurance are a key motivator for individuals with disabilities to participate in the workforce. Nudging, rooted in behavioural economics and utilizing positive reinforcement, shapes choices without imposing constraints. This approach is implemented through information campaigns or supported employment programmes, fostering a supportive environment.
Join us for this ISSA Webinar that will explore how social security institutions integrate financial incentives with nudging strategies to support individuals in returning to work. It is the ninth webinar of a series organized in collaboration with the ISSA Working Group on Rehabilitation.

Abstract. An experiment using a representative survey of the German population shows that letting respondents report a number rather than asking them to choose from a list of predefined ranges lowers the response rate for both perceived past and expected inflation and decreases (increases) reported past (expected) inflation. Income, education, gender, objective and subjective knowledge about monetary policy, and political affiliation affect the effect’s size but not its sign. East and West German respondents who were 15 or older when the Berlin Wall fell have reactions different from those who were younger at that time, which supports the ‘impressionable years’ hypothesis based on different inflation experiences.

Abstract. La généralisation de l’éducation à la vie relationnelle, affective et sexuelle (EVRAS) est un projet mis en place depuis de nombreuses années en RBC francophone. Malgré la mobilisation de politiques, de nombreux acteurs et d’établissements scolaires, plus de dix ans ont été nécessaires après son intégration dans les missions de l’enseignement pour que l’EVRAS devienne obligatoire à la rentrée 2023, sous une forme minimale. L’absence d’un réel parcours EVRAS tout au long de la scolarité est problématique et participe aux inégalités sociales de santé déjà fortement présentes à Bruxelles. Cette étude participe à l’élan récemment impulsé par la COCOF et a pour objectif de contribuer à la définition de futures politiques publiques ambitieuses à ce sujet : elle propose trois scénarios de généralisation de l’EVRAS dans l’enseignement obligatoire bruxellois francophone, accompagné chacun d’une modélisation budgétaire.

Ces différentes présentations seront aussi l’occasion de mettre en avant les grands pôles méthodologiques de l’évaluation des politiques publiques.
Cette après-midi de présentations se terminera par une table ronde sur les enjeux de l’évaluation de politiques publiques avec Marius Gilbert, Vice-Recteur à la recherche et à la valorisation de l’Université libre de

Quatre thématiques liées à la sécurité sociale seront en particulier examinées dans le cadre des transferts de compétences ayant eu lieu lors de la Sixième réforme de l’Etat : les prestations familiales, les soins de santé (et en particulier la question des hôpitaux), les soins aux personnes âgées et, enfin, le marché du travail. The Department of Applied Economics at the Solvay Brussels School of Economics and Management (Dulbea) is offering a Postdoctoral Fellowship in Economics. The fellowship will provide successful candidates with the opportunity to join a dynamic research team at the Dulbea studying different active labor market policies with a special focus on health/disability and gender. Pursuant to this initiative, this team is currently running an RCT to evaluate different programs for disability insurance (DI) recipients with mental disorders and another one on participation in return-to-work programs for DI. This research team is also exploring how social insurance programs like parental leave or early retirement could impact gender differences in labor market outcome including disability. The successful candidate is expected to contribute to this research agenda in collaboration with the other members of the research team for the purpose of achieving an excellent publication performance. The grant will start in the summer of 2021 for up to a year with the possibility of an extension.
Candidate profile:
Applicants should hold a PhD in economics and have strong research interests in empirical health, labor, and gender economics. Outstanding skills in empirical microeconomics with advanced experience in statistical programming software (e.g. STATA, R) are essential. They should also show interest in public policy and its evaluation. Fluency in English is required. Light teaching could be included. To be eligible, the candidate should not have resided or carried out his/her main activity in Belgium for more than 24 months during the last 3 years.

Title: The Effects of Trade-Induced Worker Displacement on Health and Mortality in Mexico

Abstract: Recent research in the U.S. links trade-induced job displacement to deaths of despair. Should we expect the same mortality response in developing countries? This paper analyzes the effect of a trade-induced negative shock to manufacturing employment on leading causes of mortality in Mexico between 1998 and 2013. I exploit cross-municipality variation in trade exposure based on differences in industry specialization before China’s accession to the WTO in 2001 to instrument for changes in local manufacturing employment. I find trade-induced job loss increased mortality from diabetes, raised obesity rates, reduced physical activity, and lowered access to health insurance. These deaths were offset by declines in mortality from alcohol-related liver disease and ischemic heart disease. These findings highlight that negative employment shocks have heterogeneous impacts on mortality in developing countries, where falling incomes lead to less access to health care and nutritious food, but also reduce alcohol and tobacco use.

This paper puts the nexus between immigration and over-education to an updated test, capitalizing on the authors’ access to rich Belgian matched employer-employee data for the period 1999–2010. These data enable the authors to i) measure over-education with higher precision, ii) examine the heterogeneous effects of workers’ birth countries, and iii) test the role of key moderators. Using ordered probit estimates, the authors highlight that workers born in developing countries (especially in Asia and North Africa) are much more likely to be over-educated than their opposite numbers born in developed countries. However, the results also show that this gap in over-education is entirely driven by tertiary-educated workers. Gender-based differences in immigrants’ penalties, in contrast, are found to be quite modest overall. In line with statistical discrimination, results further show that tenure has a moderating effect on the likelihood for immigrants born in developing countries to be over-educated and that citizenship acquisition is also associated with improved job matches for those immigrants. Finally, regarding the role of firm characteristics, the authors find that the likelihood for immigrants from developing countries to be over-educated is significantly smaller in bigger firms and when working conditions are collectively renegotiated at the firm level.

The Department of Applied Economics (DULBEA) at the Solvay Brussels School of Economics and Management is offering a multi-year PhD fellowship in Economics (which can be held either full or part-time) at the ULB (Université libre de Bruxelles, Brussels, Belgium). This funding will provide the successful candidate with the opportunity to work on a research project led by Professor Ilan Tojerow in health/labor economics and, specifically, study the diverse factors and various contexts that could explain why individuals enter or exit disability programs. This new position is situated at a dynamic research center which supports a series of ongoing research projects focusing on disability economics and will work alongside four current doctoral students, one postdoctoral fellow and more than two dozen affiliated researchers.

En 2004, la Belgique implémentait le système des titres-services dans le but de : créer un grand nombre d’emplois peu qualifiés de proximité, réduire l’emploi non déclaré dans le secteur des services domestiques, et favoriser un meilleur équilibre vie privée/vie professionnelle au sein de la population. Ce programme a connu un succès fulgurant. Aujourd’hui, plus d’un ménage belge sur 5 fait appel à une aide-ménagère et près de 150 000 personnes – principalement des femmes – travaillent sous ce régime.
Malgré leur succès, les titres-services sont régulièrement critiqués en raison de leur coût budgétaire. Le coût brut du système – c’est-à-dire sans compter la réduction des dépenses en allocations de chômage et les accroissements de recettes d’impôts liés aux emplois titres-services – s’élève à près de 2 milliards d’euros par an. Ce coût élevé provient de l’intervention publique particulièrement importante dans le financement des titres : 70 % de la valeur de chaque chèque est en effet financée par le gouvernement. En pratique, les titres-services constituent le programme d’activation des demandeurs d’emploi le plus important de Belgique ; il est dès lors crucial de déterminer s’ils permettent d’atteindre leurs objectifs.
Dans une étude, le centre de recherche en économie appliquée de l’ULB (Dulbea) démontre que les titres-services ont atteint leur objectif de création d’emplois peu qualifiés en offrant une opportunité d’emploi non délocalisable à des femmes qui auraient autrement été au chômage, inactives ou employées dans le secteur informel.

Le centre Transfo – Research Center for Social Change (https://transfo.site.ulb.be/) engage des jobistes pour mener à bien une recherche documentaire approfondie, et participer à l’élaboration de projets scientifiques sur Charleroi et les transformations sociales. Transfo vise à dynamiser la recherche en sciences humaines à Charleroi, et à faire dialoguer les disciplines autour des enjeux liés aux multiples transformations sociales.
Les étudiant.e.s engagé.e.s auront pour tâche principale de réaliser un État de l’art exhaustif des recherches menées sur Charleroi dans les domaines des sciences humaines (sociologie, anthropologie, économie, science politique, histoire, géographie etc.). About the webinar
Youth unemployment rates in the EU increased dramatically during the international financial crisis since 2008. The European Commission proposed in its 2013 Recommendation on a European Youth Guarantee a ‘social partnership’ to combat youth unemployment, thereby shifting responsibilities to trade unions, employer organisations and associations both at the EU and national level. Luxembourg constitutes, due to its peculiar labour market characterised by a large number of cross-border workers, its coordinated market economy and law-embedded neo-corporatist collective bargaining instruments, a laboratory to study forms of policy appropriation processes. The policy area of youth unemployment serves the purpose of analysing how Luxembourg responds to peer pressure at the various interacting levels of the policy implementation cycle (EU, national, social).
The first part presents the objectives and methodology and situates the research in its socio-economic context. Based on a qualitative research framework with semi-directed expert interviews in Luxembourg and Brussels, the second part discusses critically dynamics between the involved actors (EU Commission, national government, EU social partners, etc.) by focusing on agendas, strategies of resistance and adaptation, as well as dynamics within bargaining arenas such as the Employment Committee EMCO, COREPER and EU social partners’ committees on youth and employment. The last part assesses if traditions of policy implementation and collective bargaining processes in Luxembourg are circumvented or reinforced, and what elements of resistance national stakeholders mobilise when downloading EU policy.
About the author
Patrick Thill is a researcher in LISER’s labour market department and a PhD student at Dulbea. He holds an MA in International Relations from the University of Warwick and a BA in English and Hispanic Studies from the University of London. Beyond his work as an expert for international institutions and project work, he is the national expert for Luxembourg in the European Centre of Expertise in the field of labour law, employment and labour market policy of the European Commission and in the Workers’ participation Europe network of the European Trade Union Institute. In 2014, he received funding from the Fonds National de la Recherche in Luxembourg to conduct his dissertation research. Research interests include: EU social dialogue, labour market policies, employment relations, youth unemployment.

The workshop’s aim is to bring together scholars from economics and politics interested in interdisciplinary work on public policy, political economy and public choice. We welcome theoretical as well as empirical papers by both economists and political scientists. The workshop will focus on the presentation of work-in-progress that can benefit from discussion. The selection of papers will be based on their quality and the overall coherence of the program.
Workshop Organization
There are no parallel sessions. Participation in the workshop is subject to participation in all sessions. To facilitate and improve discussions, time devoted to presentation and discussion will be equivalent. For each paper, at least one discussant will be designated. There is no conference fee. Young scholars can apply for a scholarship (see below). In case of a continued COVID-19 threat, the workshop will be held online.

Authors will be notified by October 20th and agree to send at least a draft version of their paper by December 1st, 2020. Sofia is an applied microeconomist with research interests in development, labor, health and international economics. She received a PhD in Economics from University of Illinois at Urbana-Champaign in 2020.
Her work investigates individual- and firm-level responses to trade and local labor market shocks using applied econometric methods. Her research aims to address questions that are policy-relevant and shed light on the relationship between trade liberalization, employment, health and family structure, both in developed and developing countries.

consequences of the Covid-19 crisis for policymakers, researchers and concerned citizens. In the

been altered and the industrial sector has adjusted its production. Policymakers are in uncharted
territory, with no consensus on the best response to the crisis. Even the economic outcomes of this crisis
are unclear. No preceding crisis in the recent times has had such a worldwide impact and it may perhaps
be the time for bold measures. When awarded the Nobel Prize for Economics in 1976, Milton Friedman
stated that “only a crisis produces real change.” How governments react to this crisis and the policies
they choose to implement will certainly impact local, national, regional and internationals economic
scenario for decades to come. At the Department of Applied Economics of the Université Libre de
Bruxelles (DULBEA) we have long and broad experience in supporting Belgian public institutions as they
draw up public policies. In this context, we have prepared a short overview of the latest papers on the
economic consequences of the COVID-19 for policymakers, other researchers and concerned citizens.

The first BURENet workshop in 2018 has been the opportunity for several scholars in urban and regional economics to meet and discuss their scientific research in a friendly, informal environment. Given the success of the first workshop, we propose the second edition to continue this scientific dialogue, sharing ideas and exchange research perspectives on urban and regional economics. We believe this is needed to further stimulate our research gathering scholars at all level: university professors, researchers and doctoral students.
We are very happy to invite you to submit papers for what will be the Second Scientific Workshop organized by the Belgian Urban and Regional Economists Network (BURENet).
Expected full communications or abstracts can be located in economics and examine questions strongly linked to the regional or urban contexts and/or issues. Their focus can be on innovation and entrepreneurial processes, mobility, public finance, scientific policy, labour markets… This list is indicative and certainly not exhaustive. The main goal is to come together to discuss science with reference to economics and regional and urban issues, all in a relaxed and constructive atmosphere.

Prenant acte des difficultés de garantir une assistance et une défense juridiques de qualité aux personnes les plus vulnérables faisant face à une multiplicité de problèmes sociojuridiques, les chercheurs du Centre de droit public et du DULBEA proposent une solution créative et innovante inspirée de systèmes d’aide juridique aux États-Unis, au Québec et en Écosse, ainsi que du modèle des maisons médicales bien connu en Belgique.
Ce séminaire a pour objet de sortir d’une démarche académique et d’ouvrir le débat autour du projet de cabinets d’avocats dédiés en permettant un échange entre diverses parties prenantes de l’aide juridique en Belgique.

Postdoctoral position in Labor/Health Economics

Starting at the earliest possible date
The Department of Applied Economics at the Solvay Brussels School of Economics and Management (Dulbea) is offering a Postdoctoral fellowship in Economics. The fellowship will provide successful candidates with the opportunity to join a research team at the Dulbea studying the diverse factors and various contexts that could explain why individuals enter or exit disability programs. Pursuant to this initiative, this team is currently running an RCT to evaluate different special programs for DI recipients with mental disorders and is about to start a new RCT on participation in return-to-work programs for DI. This research team is also exploring how different polices throughout other social insurance programs like parental leave, or active labor market policies could impact entering/existing into disability. The successful candidate is expected to contribute to this research agenda in collaboration with the other members of the research team for the purpose of achieving an excellent publication performance. The grant will start at the earliest possible date for up to a year with the possibility of an extension.
Candidate profile:
Applicants should hold a PhD in economics and have strong research interests in empirical health, labor, and disability economics. Outstanding skills in empirical microeconomics with advanced experience in statistical programming software (e.g. STATA, R) are essential. They should also show interest in public policy and its evaluation. Fluency in English is required, knowledge in French/Dutch is a plus. To be eligible, the candidate should not have resided or carried out his/her main activity in Belgium for more than 24 months during the last 3 years.

Following the 2018 Economics and Politics at Lille (EP@L), the 2019 Economics and Politics Workshop
will take place at Université libre de Bruxelles (ULB) and become EP@B, jointly organized by Centre
Emile Bernheim (ULB), Dulbéa (ULB), CEE (Sciences Po Paris), and LEM (University of Lille). The
workshop aims to bring together scholars from economics and political science interested in
interdisciplinary work on political economy. We welcome theoretical as well as empirical papers by both
economists and political scientists. Papers covering issues in all usual areas of political economy are
welcome. The workshop is intended for presentation of papers-in-progress that can benefit from
discussion.

Avant l’été, la Commission Diversité a lancé soixante actions pour réduire le clivage ethnique dans l’emploi en Flandre. Pour approfondir ce thème, le comité invite les chercheurs du projet IMMILAB à présenter les résultats de leurs recherches.
L’intégration socioéconomique des immigrés est l’un des enjeux majeurs de notre époque. Le projet IMMILAB, en cours depuis 2017, vise à améliorer notre compréhension de l’intégration socioéconomique des immigrés sous trois angles complémentaires: l’individu, le ménage et l’entreprise. Financé par BELSPO et coordonné parl’Université d’Anvers en partenariat avec l’ULB et l’UMONS, il regroupe trois équipes de recherche expérimentées.

In recent years, there has been vivid discussions – in both the academic and policy worlds – on whether the introduction of a universal basic income could be the solution to current and coming societal challenges. In particular, concerns about evolving labour market conditions are key in these debates. This conference therefore aims to propose a technical economic reflection on the eventual implementation of a universal basic income, its complexities and its consequences, in order to contribute to current policy and academic discussions.

Dans le contexte du vieillissement de la population et du déséquilibre annoncé entre actifs (de moins en moins nombreux) et inactifs (de plus en plus nombreux), le but de ce colloque est d’apporter une vision multidisciplinaire en abordant les aspects économiques, budgétaires, sociologiques et administratifs des débats en cours et des réformes proposées. Ce colloque sera organisé conjointement par les Editions Larcier, le CERAP et le DULBEA, avec le soutien du FNRS et fera suite à la publication d’un ouvrage collectif sur le sujet. Le colloque sera organisé sur la base de tables rondes thématiques animées d’une part par un coordinateur et d’autre part, par le public dans la salle. Il ne s’agit pas de tables rondes classiques où chacun donne son avis mais de présenter les articles d’une manière plus dynamique. Le public pourra directement, via une application smartphone, poser des questions qui seront transmises au coordinateur de la table ronde qui pourra les poser aux conférenciers

Papers at this year’s workshop will explore such diverse topics as intergenerational spillovers in disability insurance, the impact of employment policies on disability or business cycles and disability insurance take-up.

The workshop will take place on June 26th in room R42.2.110 at the Solvay Brussels School of Economics and Management (ULB, Solbosch Campus, Av. F.D. Roosevelt, 50, B-1050 Brussels).
